Adults with Challenges and/or Unemployed Workers

Adult Eligibility (must be one of the following):

  • Recipient of public assistance or low-income individuals
  • Individuals with basic skills deficiencies
  • Individuals who have relocated from a foreign country
  • Individuals whose primary language is other than English
  • Other challenges finding employment

Unemployed Worker Eligibility (must be one of the following):

  • Recently became unemployed due to job loss, mass layoffs, global trade dynamic, or transitions in economic sectors
  • Unemployed for longer than 26 weeks (6 months)

In-School and Out-of-School Youth

In-School Youth Eligibility (must be one of the following):

  • Attending school
  • No younger than the age of 14 and older than 21
  • Low-income individual
  • Basic skills deficient, offender, homeless, in foster care, pregnant/primary parent

Out-of-School Eligibility (must be one of the following):

  • Not attending school
  • No younger than the age of 16 or older than 24
  • Low-income individual
  • Disabled, unable to complete formal education, pregnant/primary parent, current experience with homelessness, part of the foster care system, or subject to the juvenile justice system
